How do I hit a limit like “under 3MB”?
Choose “fit a size” and set the limit; it lowers the quality by itself until the file drops below it. If quality alone is not enough, it reduces the dimensions too. This is not something a person should be dragging a slider for.
Text goes mushy when I shrink a lot.
It steps down by halves rather than shrinking all at once. Even so, for an image full of text, staying with PNG or shrinking less is better.
Can shrinking make the file bigger?
“Never enlarge past the original” is the default, so the dimensions never grow. The file size can grow depending on the format, and when it does, that is what it says.
Which format is best?
JPEG for photographs, WebP to go smaller still, PNG when there is a lot of text or diagrams.
